Construction bid requirements
Contractors bidding on MCDR construction projects must be currently pre-qualified with the Michigan Department of Transportation (MDOT) in the work type specified in the project advertisement. Proof of pre-qualification must be attached to the bid proposal or on file at MCDR. A bidders net pre-qualification must be equal to or greater than that required for the proposed contract. Current MDOT Standard Specifications for Construction, including proposal submission, shall apply to all MCDR contracts, except as modified in the proposal.
A satisfactory bid bond or certified check of not less than 5% of the total bid is required with each bid. View a sample Certificate of Insurance for Construction and Reconstruction.

Macomb County is a member of the Michigan Inter-governmental Trade Network (MITN) and proposals are posted on MITN. To register as a vendor, visit the MITN website and complete the online vendor registration form. The website provides detailed instructions on how to fill out the form and offers vendor support.
All MCDR current bids for purchasing and services, including final bid tabulations, are posted on MITN.
The Department of Roads does not maintain a pre-selected list of bidders.

- Is the selection date stull September 4? If so, what is the reason for the quick turnaround in reviewing and selecting proposals?
- The project is due June 30, 2025. The project timeline is a year and to meet the deadline the project should be started as soon as possible. While extensions for the due date may be allowed by the Southeast Michigan Council of Governments (SEMCOG), MCDR’s selection date remains September 4, 2024.
- Have other firms submitted questions or expressed interest in this project?
- Other firms have expressed interest and submitted questions regarding the RFP.
- Will questions be posted on Bid Express?
- All questions that have been received are posted online and applicants can ask questions directly through the Bid Express portal.
- Is there potential for additional funding for the project?
- MCDR has not considered additional funding sources, but a Planning Assistance grant may be available next year. A possible strategy could be to apply for the Planning Assistance grant in 2025 to further extend the project.
- How does this project relate to Macomb County’s development of comprehensive, strategic and mindful Complete Streets guidelines?
- The project will help implement a Complete Streets resolution that would serve as a guidance document for engineers working on potential road designs.
- There are nonmotorized pathways that can be built in partnership with cities, villages and townships.
- MCDR is hoping to incorporate Complete Streets into the Safe Streets for Macomb County SS4A Comprehensive Transportation Safety Action Plan.
- What is the funding source for this project?
- Funding for this project is part of a SEMCOG Planning Assistant grant that was awarded to MCDR.
- Would you consider proposals from firms with a reduced public engagement scope, given the not-to-exceed budget?
- The project budget has been increased to $65,000.
- We would consider reduced public engagement. MCDR personnel would be able to run an open house style meeting with material and presentation assistance.
- Would you consider submittals that have a budget greater than $45,000?
- MCDR would consider submittals that are higher if they meet the requirements of the RFP.
- Has SEMCOG extended the deadline for project completion?
- SEMCOG is flexible and has let applicants extensions must be requested.
- When does the project need to be completed by based on available funding?
- The project must be completed by June 30, 2025.
