Macomb County Art Institute Authority

A meeting of the Macomb County Art Institute Authority was called to order on Tuesday, September 16, 2025, at 4:00 pm., in the Macomb County Administration Building, One South Main, 9th Floor Committee Room, Mount Clemens, Michigan.  The following members were present:

There being a quorum of the Authority present, the meeting was called to order at 4:01 pm.

Adoption of agenda
Motion made to adopt the agenda by Tammy T. Patton, supported by Jill Rilley.  Ayes: 6 Nays: 0 MOTION CARRIED

Approval of minutes
Motion made to approve minutes from April 29, 2025, by Jill Rilley, supported by Jen Lehrer. Ayes: 6 Nays: 0 MOTION CARRIED

Public participation
Chair Gilchrist opened the meeting for public discussion.  No members of the public were in attendance and public session was closed. Open/closed at 4:10 pm.

Public hearing on proposed budget for fiscal year ending November 30, 2026
Motion made to open public hearing at 4:11 pm; closed at 4:12 pm.  Motion made by Tammy T. Patton, supported by Jill Rilley. Ayes: 6 Nays: 0 MOTION CARRIED

Adoption of proposed budget resolution 2026
Chair Gilchrist reviewed the FY2026 expenditures.  Motion to adopt the proposed budget resolution made by Tammy T. Patton, supported by Mike MacDonald.  Ayes: 6 Nays: 0 MOTION CARRIED

Authorization to sign L-4029
The L-4029 was reviewed, to include corrected Date of Election. Motion to sign the L-4029 made by Tammy T. Patton, supported by Mike MacDonald.  Ayes: 6 Nays: 0 MOTION CARRIED

Authorization to approve legal news invoice for public participation for public notification services  
Motion to approve made by Tammy T. Patton, supported by Jill Rilley.  Ayes: 6 Nays: 0 MOTION CARRIED

Report from MC representatives to the DIA board of directors
Not available.  Judge Wiegand was unable to present as she was not able to be present at the last meeting.

Presentation by DIA - half year report 
Julie McFarland reviewed the report, which reflected the many benefits for Macomb County residents, to include free general admission, school events and programs, senior group programs, and community partnerships.  The DIA has been hosting vendor tables at various Macomb County events.  The DIA will have a presence at the Macomb County Senior Fun Festival on September 25, 2025.  The tables include promotional materials for the DIA exhibits, events, and admission information.  Judith Dolkart reviewed the artworks and exhibits that closed in 2025.  Tony Smith shared details on upcoming shows, programs and education, to include the upcoming Star Wars Episode exhibit.  Lane Coleman thanked the Authority and community member support for helping to build the endowment fund.

The next meeting is scheduled for December 9, 2025.
