The Macomb County Federal Aid Committee (FAC) is responsible for reviewing and selecting federal aid eligible projects for inclusion in the Transportation Improvement Program (TIP), which is administered by the Southeast Michigan Council of Governments (SEMCOG). The Macomb County FAC consists of MCDR personnel and local government representatives from every city, village, and township within Macomb County with participation from SEMCOG and the Michigan Department of Transportation (MDOT).

The TIP is a list of roadway and transit projects, eligible for federal aid, that are selected as priorities by the Macomb County FAC for federal funding. Projects are selected every three years for each three year TIP cycle. SEMCOG issues the call for TIP projects to cities, villages, townships, and MCDR to submit projects for consideration for inclusion in the TIP. Once projects are selected and incorporated into the TIP, they are sent to the Federal Highway Administration (FHWA) for approval and funding obligation.
