Emergency Solutions Grant (ESG) Macomb

MSHDA Emergency Solutions Grant opportunity

In 2024, the Macomb County Department of Health and Community Services was established as a fiduciary of the state of Michigan’s Emergency Solutions Grant (ESG) program, administered by the Michigan State Housing Development Authority (MSHDA). MSHDA receives ESG funding from the U.S. Department of Housing and Urban Development (HUD) and distributes it annually to Continuums of Care (CoCs) and Local Planning Bodies (LPBs) throughout Michigan.

As the ESG fiduciary for the Macomb County CoC, the Department of Health and Community Services coordinates local utilization of these funds to support residents who are currently experiencing homelessness or are at imminent risk of becoming homeless. ESG funds may be used for street outreach, emergency shelter operations and services, homelessness prevention, and rapid rehousing efforts.

Each year, Macomb County Health and Community Services facilitates a local funding competition open to local units of government and nonprofit organizations that provide year-round services to Macomb County residents. Emergency Solutions Grant awardees for the 2024-2025 and 2025-2026 grant terms (October 2024 through September 2026) include the following organizations and services they provide:

  1. Perfecting Community Development Corporation – Emergency shelter and rapid rehousing
  2. Macomb County Rotating Emergency Shelter Team (MCREST) – Emergency shelter and rapid rehousing
  3. Macomb Community Action – Rapid rehousing and homelessness prevention
  4. The Salvation Army MATTS – Emergency shelter
  5. Comprehensive Youth Services and Family Youth Interventions – Street outreach, emergency shelter, and rapid rehousing
  6. Community Housing Network – Rapid rehousing
  7. Macomb County Health and Community Services -- Administration

FY2026-2027 Application

The Macomb County Department of Health and Community Services is now accepting applications for funding through the Emergency Solutions Grant (ESG) program, administered by the Michigan State Housing Development Authority (MSHDA). MSHDA receives ESG funding from the U.S. Department of Housing and Urban Development (HUD) and distributes it annually to Continuums of Care (CoCs) and Local Planning Bodies (LPBs) throughout Michigan. 

The local funding competition will close on Wednesday, July 8, 2026, at 4 pm. Eligible applicants include local units of government and nonprofit organizations that provide year-round services to Macomb County residents. The grant term will run from October 1, 2026, through September 30, 2027.
