Mount Clemens, MI - Rex Phelps was charged in 2023 for having a sexual relationship with a 15-year-old.  On Monday, June 10, 2024, he pled no contest to all the charges.

Rex Phelps initiated a sexual relationship with a 15 year old girl who he was teaching about airplanes.  The two had sexual relations at the Ray Community Airport. Phelps was charged  and pled no contest to Accosting a Minor (4 year felony,) and two counts of Criminal Sexual Conduct Fourth Degree (2 year High Court Misdemeanors.)

Phelps is scheduled to be sentenced in Macomb County Circuit Court on Wednesday, July 24, 2024 at 8:30am by Macomb County Circuit Court Judge Kathryn Viviano.

Phelps is currently serving a federal sentence related to a similar charge with the same victim that happened on an airplane while in the air.

“It is my duty to uphold the law and protect our community's most vulnerable members. A 15-year-old girl is legally incapable of giving consent to a sexual relationship with an adult. This is a grave violation of her rights and a serious breach of trust. Our office will pursue justice to the fullest extent of the law to ensure the safety and well-being of all minors in our county, said Macomb County Prosecutor Peter J. Lucido.

The Macomb County Prosecutor’s office represents the people.  We are committed to achieving justice and following the laws of the State of Michigan.
