Two juveniles arraigned as adults, related to shooting in Eastpointe Wendy’s parking lot

Mount Clemens, Mich. – Macomb County Prosecutor Peter J. Lucido announced that 16-year-old Rayonnate Steen, Jr. and 15-year-old Isaiah Reynolds, both from Detroit, were arraigned as adults on charges related to a non-fatal shooting that took place in the parking lot of a Wendy’s in Eastpointe, Mich. on Wednesday, June 10, 2026. 

After carefully examining all the available evidence including the severity of the allegations, Prosecutor Lucido decided to charge Steen and Reynolds as adults. 

On Wednesday, June 24, 2026, Steen and Reynolds were arraigned before Magistrate Mark J. Makoski in the 38th District Court in Eastpointe, Mich. 

Steen was arraigned on the following charges:

• Assault with Intent to Murder, a felony punishable by any term of years up to life
• Weapons – Felony Firearm, a 2-year felony, consecutive to main charge
• Weapons – Dangerous Weapon – Carrying with Unlawful Intent, a 5-year felony
• Malicious Destruction of Personal Property - $200 or more but less than $1,000, a 1-year misdemeanor.

Reynolds was arraigned on the following charges:

• Assault with Intent to Murder, a felony punishable by any term of years up to life
• Weapons – Carrying Concealed, a 5-year felony.

These are the maximum charges available under the law based upon the evidence presented to date.

"The allegations in this case are deeply troubling. The conduct alleged involves young men whose actions, if proven, could have lifelong consequences. Charging a juvenile as an adult is an extraordinary decision made only after careful consideration of the facts, the law, and the circumstances of the case. When the alleged criminal conduct reflects the seriousness and nature of adult offending, the legal consequences must reflect that reality," said Macomb County Prosecutor Peter J. Lucido.

Magistrate Makoski set Steen’s bond at $300,000 cash/surety and Reynolds’ bond at $100,000 cash/surety. If released after posting bond, each defendant must wear a steel-cuff tether. They were also ordered to have no contact with one another, the victims, or any witnesses, and are prohibited from possessing firearms or other dangerous weapons.

A Probable Cause Conference for Steen and Reynolds is scheduled for Tuesday, July 7, 2026, and a Preliminary Exam on Tuesday, July 21, 2026, both at 1:00 p.m. before Judge Kathleen G. Galen at the 38th District Court.
