MOUNT CLEMENS, MI - Macomb County Prosecutor Peter J. Lucido announces that Kurt L. Heise is the new head of the Hate Crimes Unit within the Macomb County Prosecutor’s Office, effective March 30, 2026. Heise brings with him more than three decades of legal, legislative, and executive leadership experience that uniquely positions him for this critical role.
In this role, Heise will oversee the investigation and prosecution of bias-motivated offenses, working closely with law enforcement and community stakeholders to ensure that hate crimes are addressed with the seriousness, sensitivity, and rigor they demand. His combination of legal expertise, policy experience, and leadership acumen will be instrumental in advancing justice and strengthening public confidence in the prosecutorial process.
As Heise assumes leadership of the Hate Crimes Unit, former Chief Patrick Coletta has transitioned into the role of Deputy Chief of the District Courts. In this capacity, he will serve as a vital link between investigative efforts and initial district court prosecutions. His responsibilities include supervising district court assistant prosecutors, ensuring adherence to office policies, managing caseload distribution, and coordinating closely with law enforcement agencies.

A seasoned attorney with both a Juris Doctor and Master of Laws from Wayne State University, Heise has been a licensed member of the Michigan Bar since 1991. His legal career includes extensive work in municipal law, labor and employment matters, environmental law, and complex litigation—providing a strong foundation in statutory interpretation, enforcement, and the pursuit of justice across diverse communities.
Prosecutor Lucido commented on Heise’s appointment, stating, “Kurt Heise brings a wealth of knowledge and experience to our Hate Crimes Unit, and I am confident he will expand the unit’s reach. Patrick Coletta, as the unit’s initial head, established a strong foundation for its continued success in both prosecuting hate crimes and educating law enforcement. With these tools already in place, Mr. Heise is well-positioned to further grow the unit’s impact.”
As a State Representative, Heise served as Chair of the Criminal Justice Committee, a role particularly relevant to his leadership of the Hate Crimes Unit. He helped shape criminal justice policy, sponsored dozens of public acts, and co-chaired the Michigan Human Trafficking Commission. His legislative work reflects a deep understanding of criminal law, victim-centered policy, and the systemic challenges involved in prosecuting sensitive and high-impact crimes.
In addition to his legislative service, Heise held senior executive positions overseeing large organizations and complex operations. As Township Supervisor of the Charter Township of Plymouth, he served as the chief executive of a municipal government, managing public safety departments including police and fire services. This role required not only administrative expertise, but also coordination with law enforcement, responsiveness to community concerns, and a strong commitment to accountability.
Earlier in his career, Heise served as Director of the Wayne County Department of Environment, where he managed a large workforce and represented the county in significant litigation matters. His experience navigating regulatory frameworks, intergovernmental coordination, and public accountability further underscores his ability to lead a unit that demands both legal precision and public trust.
Throughout his career, Heise has demonstrated a sustained commitment to public service, fairness, and education, including teaching at multiple universities. His broad professional background—spanning courtroom advocacy, legislative leadership, executive management, and community engagement—makes him exceptionally well-qualified to lead the Hate Crimes Unit.
