Mount Clemens, MI – Peter J. Lucido announced that a Probable Cause Conference was held today for 25-year-old Caesar Cooper Jr. of Detroit before Judge Alyia Marie Hakim in the 39th District Court. Cooper faces charges in two separate cases of Fleeing Police, each a five-year felony. In one of the cases, he is additionally charged with Receiving and Concealing Stolen Property, a five-year felony. He is also charged as a Habitual Offender, Fourth Offense, in both matters, which may aggravate sentencing on the underlying offenses to life in prison. It is alleged that on two separate occasions in Roseville, Cooper drove at speeds exceeding 115 mph in an effort to evade lawful traffic stops.
Defense counsel moved to reduce Cooper’s bond. Over extensive argument and strong objection from Assistant Prosecuting Attorney Jeffrey Hall, Judge Hakim reduced the bond in each case from $250,000 (no surety, no 10%) to $20,000 cash/surety/10%. APA Hall argued that the court erred in characterizing the offenses as “property crimes,” emphasizing that Cooper’s alleged conduct poses a significant danger to public safety.
“Just last Saturday in Roseville, two people were killed by a driver allegedly fleeing from the police. Every time someone chooses to flee from law enforcement, they put innocent lives at serious risk. These reckless actions have already cost our community far too much,” said Macomb County Prosecutor Peter J. Lucido. Lucido has urged the legislature to enact mandatory minimum prison sentences for individuals who flee from police.
It is alleged that on Monday, March 2, 2026, Roseville Police detectives observed a dark color BMW with no plate. An officer in a fully marked patrol vehicle attempted a traffic stop near 12 Mile and I-94 in Roseville, MI. The driver failed to stop and fled at a high rate of speed on westbound I-94. The officers terminated the pursuit in the area of 9 Mile and I-94. It is alleged that Cooper was the driver and traveled at speeds of approximately 115 MPH.
It is further alleged that on Wednesday, March 4, 2026, Roseville Police attempted a stop on a dark color BMW with no plate at 11 Mile and Gratiot in Roseville, MI. An officer activated his emergency lights and siren for a traffic stop. It is alleged that Cooper was the driver and fled, running two red lights before getting on I-696 in Roseville. It is alleged that Cooper was driving a stolen car at speeds of 122 MPH.
