Detroit man arraigned after allegedly fleeing from police at high speeds in stolen car

Mt. Clemens, MI – Macomb County Prosecutor Peter J. Lucido announced that 24-year-old Caesar Cooper, Jr., of Detroit, MI, was arraigned in two separate cases on the same day. 

The charges stem from the following alleged incidents.

It is alleged that on Monday, March 2, 2026, Roseville Police detectives observed a dark color BMW with no plate. An officer in a fully marked patrol vehicle attempted a traffic stop near 12 Mile and I-94 in Roseville, MI. The driver failed to stop and fled at a high rate of speed on westbound I-94. The officers terminated the pursuit in the area of 9 Mile and I-94. It is alleged that Cooper was the driver and traveled at speeds of approximately 115 MPH. 

It is further alleged that on Wednesday, March 4, 2026, Roseville Police attempted a stop on a dark color BMW with no plate at 11 Mile and Gratiot in Roseville, MI. An officer activated his emergency lights and siren for a traffic stop. It is alleged that Cooper was the driver and fled, running two red lights before getting on I-696 in Roseville. It is alleged that Cooper was driving a stolen car at speeds of 122 MPH. 

Cooper was taken into custody on Thursday, March 5, 2026, in Westland, MI. 

On Friday, March 6, 2026, Cooper was arraigned in the 39th District Court in Roseville, MI before visiting Judge Charles Berschback. On the March 2, 2026, allegations, Cooper was arraigned on the following:

  • Police Officer – Fleeing – Third Degree – Vehicle Code, a 5-year felony
  • Habitual Offender – Fourth Offense Notice, an aggravating sentencing factor 

Regarding the allegations of March 4, 2026, Cooper was arraigned on the following:

  • Police Officer – Fleeing – Third Degree – Vehicle Code, a 5-year felony
  • Stolen Property – Receiving and Concealing – Motor Vehicle, a 5-year felony
  • Habitual Offender – Fourth Offense Notice, an aggravating sentencing factor 

Judge Berschback set a cash only bond of $250,000 (no surety, no 10%) on EACH of the two cases. If Cooper is able to post the $500,000 cash bond, he must wear a steel cuff GPS tether. Assistant Prosecuting Attorney Emily Annal represented The People at the arraignment.

Cooper is scheduled for a Probable Cause Conference before Judge Alyia Marie Hakim at the 39th District Court in Roseville, MI on Wednesday, March 18, 2026, at 8:30 a.m.

Macomb County Prosecutor Peter J. Lucido has urged the legislature to enact mandatory minimum prison sentences for individuals who flee from police. “When people run, it creates an extremely dangerous situation for both the public and law enforcement,” Lucido said. “Macomb County has already experienced too many injuries and deaths. There must be zero tolerance for fleeing.”
