Michigan recently passed new recycling laws that require all 83 counties to update their Materials Management Plans (MMP). One of the key goals is to increase the state’s recycling rate from 25% to 30% by 2029. Macomb County is developing a regional plan to improve how materials are managed, including waste disposal, recycling, and composting. Your feedback will help the County understand community needs, identify opportunities, and guide future investments and services.

About
On January 8, 2024, the Director of the Michigan Department of Environment, Great Lakes & Energy (EGLE) initiated the process for each county to prepare a Materials Management Plan, under legislation changes to Michigan Public Act 451, Part 115, which became effective March 29, 2023. This plan will replace the existing county Solid Waste Plan and transition from a solid waste disposal focus to a new materials management system geared toward seeking alternatives to landfilling, reducing environmental impacts, contributing to a circular economy, and identifying the highest and best use for all materials including recyclables, organics, and solid wastes.
County approval agency (CAA)
Under the State of Michigan’s new amended Part 115 of the Solid Waste Management, Natural Resources and Environmental Protection Act, 1994 PA 451, the County Approval Agency is the entity that assumes responsibility and is authorized to approve the County’s Materials Management Plan. The County Approval Agency for the Macomb County Materials Management Plan is Macomb County Executive Mark A. Hackel.

They will allow time for public comment at all its sessions, and provide the appropriate setting for experts, local officials, and key partners to address the Committee on matters associated with managed materials.

- County Approval Authority Updates:
Update provided by Deputy County Executive John Paul Rea and Amanda Minaudo, Macomb County Planning & Economic Development. The MMPC Work Program was approved by EGLE. A formal grant agreement has been issued for $359,349.00 (grant plus match), with an end date of December 7, 2026. MCPED, acting as the designated planning agency (DPA), will complete and submit quarterly financial and progress reports according to a form and format prescribed by the State with supporting documentation of eligible project expenses, due on April 30, July 31, October 15 and January 13 of each year. - Interim Approvals:
Deputy County Executive John Paul Rea provided updates on the interim approvals for the City of Warren Sanitation Department & Dales Landscaping Supply, Inc. Macomb County has an existing solid waste master plan, and until the County has an approved materials management plan, the County Executive’s Office, acting as the County Approval Agency (CAA) has the authority to grant interim approvals until the Materials Management Plan is approved.- City of Warren Sanitation Department:
The City of Warren and Macomb County have been working with EGLE to register to the city’s recycling center as a solid waste disposal facility for the next 5 years. The Macomb County OCE has granted interim approval under conditions outlined in the letter provided by the OCE and included in the MMPC meeting packet. Motion to receive and file the letter of interim approval - Tom Semaan, supported by Amy McMillian, all in favor. Motion carries. - Dale’s Landscaping Supply Inc:
Dale’s Landscaping is a private operator located in the City of Roseville. In July of 2024, Macomb County received correspondence from EGLE regarding a technical deficiency at the facility. Dale’s Landscaping had been receiving waste and compost materials from contractors exceeding the allowable 50 cubic yards. Since 2024, the company has been working with EGLE to remediate the storage of materials at the facility. Additionally, they are in the process of updating their site plan to ensure they are in good standards with EGLE Part 115 requirements and all planning and zoning regulations under the City of Roseville code of ordinances. Upon receiving the formal correspondence from Macomb County, Dale’s will submit a formal site plan to Roseville that includes improvements to the facility. - City of Warren Sanitation Department:
- Solid Waste Planning Committee Analysis
Waste Management Pine Tree Acres
Rachel Gregory and a team from Waste Management presented preliminary plans to expand the facility at Pine Tree acres. Construction on the proposed expansion would begin in 2027 and would extend the life of the landfill 20 – 50 years. The expansion may also include a local recycling hub, which would act as a transfer station before materials are sent to the larger Wayne County facility.Next steps include engagement with the Macomb County Board of Commissioners to authorize the MMPC to also act as the Solid Waste Planning Committee, operating under the current Solid Waste Management Plan, granting this body the authority to review and recommend approval of facility expansion requests. If approved, Waste Management will formally submit their plan to the MMPC/SWPC in the Fall and begin the process of local public engagement. MMPC Future Meeting Dates: more regular cadence of meetings. Next meeting Wednesday, June 24 at 9:00 AM. 2 – 3 meetings from now until the Fall.
Solid Waste Planning Amendment was approved by 21 communities and was submitted to EGLE to review. Four communities chose not to take action, and City of Richmond and Clinton Township chose to deny.

County received correspondence from local municipality regarding lithium batteries. Can the County do anything for education on accepting electronic devices (Andrew Cox)
Put a list of resources together, that would be available on the website for residents to use when disposing of materials. Partner with municipalities for pick-up to help vet what is being discarded (batteries, electronics, etc.) EGLE tire recycling program – use this as a model to build from to recycle other materials. Learn from programs in place and adjust as needed. County taking an educational role and partnering with municipalities.
Need to fill the vacancy from Priority representative. Sterling Sanitation potential representative.
Current grant ends in December. Ask for second round at any time, and extends timeline of the grant. Will be a third round of funding as well. Annually $60,0000.
