Macomb County Clerk’s Office Receives Two National Tyler Technologies Excellence Awards for Operational Efficiency

Macomb County Clerk Anthony G. Forlini and the Macomb County Clerk’s Office have been selected for two 2025 national awards by Tyler Technologies.  

The first award recognized “Civic Interaction and Public Trust” for its improvements and innovations in the Jury Room for the 16th Judicial Circuit Court, located at 40 N Main.

The second award was given for “Operational Efficiency” in both its Register of Deeds and Vital Records departments at its offices at 120 N Main. The Macomb County Clerk's office was the only office in the country to be recognized for two awards.

The annual Tyler awards recognize organizations that have increased operational efficiencies through technology projects, while delivering better public service to their residents and customers.

“We are here to serve the public and make services simplified, streamlined and state-of-the-art, both online and in the office,” said Clerk Forlini. “We have all been that person at a government office or on the phone praying that someone capable will help us. Well, at our office we take down those barriers by great employees who offer quick, friendly and competent service.” 

During Clerk Forlini’s first term of service, the Clerk’s Office has reduced wait times to five minutes or less, eliminated the use of voice mails during working hours, and made sure callers speak to a live person instantly.

In 2024, the County Clerk’s Jury Room office staff sent 39,668 Jury Service Summons for individuals to serve as jurors in the 16th Judicial Circuit Court.

“In addition, by partnering with district courts, we are able to reduce our annual jury service questionnaire mailings from over 21,000 to just below 10,000, saving taxpayers unneeded costs,” explained Clerk Forlini. “By doing this, our office reduced postage costs by 48% while postage rates increased 15%.

The County Clerk’s Vital Records Department processed 2,184 birth records, 7,859 death records, and 4,822 marriage applications in 2024.  “Being the third largest county in the State, our cross-trained staff was still able to maintain a waiting time of under five minutes,” said Clerk Forlini.

The Register of Deeds recorded 106,309 documents, including 83,299 e-Recordings in 2024. The Register of Deeds also moved to in-house indexing of land records, a more affordable option than outsourcing records for indexing, saving the County residents tens of thousands of dollars annually.

Clerk Forlini revived the free “Fraud Notify,” program by creating a campaign featuring social media and by word of mouth to help promote the free service, which has ballooned from 1,200 when he took office into nearly 14,000 sign-ups by County residents.
