The Macomb County Drug Court began in 2003 and continues today with one judge and approximately 50 participants. We are very fortunate to be supported by a state drug court grant and a contribution by the county.

Our Judges

Image of Judge Joseph Toia of the 16th Judicial Circuit Court

Judge Joseph Toia was appointed to the Macomb County Circuit Court bench on August 10, 2015 by Governor Rick Snyder. He has a general civil / criminal docket and serves as an Adult Drug Court Judge and Alternate Judge for the Veteran's Specialty Court. Judge Toia graduated from Wayne State University with a Bachelor of Science in Business Administration/ Finance degree in 1979. He received his Juris Doctorate from Detroit College of Law (now known as Michigan State College of Law) in 1984. Prior to his appointment, Judge Toia was in private practice for 31 years. Additionally, he served as the prosecuting attorney for Orion Township in Oakland County. He is a member of the State Bar of Michigan, the Macomb County Bar Association and is a former member of the Oakland County Bar Association. Judge Toia served as past president of the Italian American Bar Association of Michigan; as a mediator in the Macomb County Circuit Court; a member of the Judges United with Students and Teachers program; a member of the Michigan Society of Planners; past president and chairman of the Italian American Chamber of Commerce of Michigan; past president of Kiwanis Club of Utica/Shelby Township; and former chairman of the Shelby Township Planning Commission.

Judge Rachel Rancilio was elected to the Circuit Court bench on November 8th, 2016. Judge Rachel Rancilio was a partner in the law firm of Fischer, Garon, Hoyumpa & Rancilio in Mt. Clemens. For fourteen years she specialized in complex domestic, civil and criminal litigation, serving as attorney-of-record in more than two hundred cases before the Macomb circuit bench. Rachel, while playing Division 1 Softball, attended the University of Detroit Mercy on an academic scholarship and was a member of Wayne State University Law School’s Law Review.  She enjoys spending time with her two children.

Entry procedure

Defense Counsel - after placing a plea on the record, fill out the Treatment Court Application with instructions and turn in to Specialty Court Services on the 6th floor (Court Administration counter), or fax to 586-783-8179.

*** Please do not attempt to get a signature from the Prosecutor's Office before turning in the application.  That will be handled after the application is submitted by court staff.  Thank you.
